
Sulu State College successfully underwent the Civil Service Commission’s (CSC) PRIME-HRM On-Site Validation held from November 4 to 6, 2025, at the Board Room, Administration Building.
The activity officially commenced with an Opening Message delivered by Prof. Charisma S. Ututalum, CESE, College President, followed by an Overview of the On-Site Validation presented by Ms. Charina G. Gonzales, Chief Human Resource Specialist of CSC. Assistant Dir. Sandrah Arnica M. Usman, Assistant Regional Director of CSC, also gave her inspirational message emphasizing the significance of continuous human resource development in public institutions.
One of the highlights of the event was the Awarding of the Certificate of Recognition to Sulu State College, presented by Dir. Sandrah Arnica M. Usman on behalf of the Civil Service Commission. The ceremony concluded with a Closing Message from Ms. Sherryl Kathleen S. Muddasil, RN, MAN, HRMO of Sulu State College.
The second day focused on the Validation Proper of the College’s human resource systems under the PRIME-HRM Program, covering four key areas:
• Recruitment, Selection, and Placement (RSP)
• Learning and Development (L&D)
• Performance Management (PM)
• Rewards and Recognition (R&R)
On the final day, an Exit Meeting was held, during which the CSC Validators presented their initial findings and observations, identifying commendable practices, areas for improvement, and required documentary enhancements.
Prof. Charisma S. Ututalum, CESE, expressed the College’s commitment to compliance and continuous improvement, ensuring sustained excellence in HR management.
The validation concluded with a Closing Message from Dir. Gil D. Caburnay, Director of the CSC Field Office for Sulu, who lauded the College for its dedication to upholding meritocracy and excellence in public service.
Following the validation, Sulu State College looks forward to:
• A recommendation for the Bronze Award upon submission of additional documentary evidence;
• Sustaining Maturity Level II and implementing identified improvements; and
• Preparing for the pursuit of PRIME-HRM Level III (Integrated PRIME-HRM).
This activity marks another milestone in Sulu State College’s journey toward institutional excellence.
