Sulu State College (SSC) formally entered into a Memorandum of Understanding (MOU) with Tongmyong University, Republic of Korea, in line with the Regional Innovation System for Education (RISE) Initiative of the Korean Ministry of Education.

The RISE Initiative is a university support policy that empowers local governments to lead higher education development. It aims to foster talent, drive regional innovation, and strengthen collaboration between universities and local communities, positioning higher education institutions as key drivers of growth and international cooperation. One of its major components is globalization, which both SSC and Tongmyong University commit to pursue through richer and more diverse educational programs.

Present during the signing were Dr. Sang Chun Lee, President of Tongmyong University, and from SSC, Engr. Firash Zhed S. Ututalum, Dean of Student Affairs and Services, along with Asst. Prof. Safrazhad S. Akarab, Ms. Surfina Caluang, and Ms. Arnilyn K. Hambali.
